Scene 01

A shared resource

A storm has damaged several parts of a neighborhood. A local council has one emergency fund and three requests: repair a shared clinic's roof, reopen a bus stop used by older residents, and replace equipment at a youth center.

Each request matters. The council cannot fund all three immediately. Some residents are at the meeting; others who rely on the services are not.

The council needs to decide how to use the fund. It does not need everyone to share the same beliefs before it can ask what would be fair.
